At first Dabi is confused, some civilian looking person...not freaking out at seeing him? He has to remember, this isn't Musutafu, it's not even Japan. You know, a place where his face has been plastered on every tv as one of the most wanted villains in the world.

Of course the recommendation of 'retreating' definitely falls on deaf ears. Sorry but running isn't always Dabi's style...not when there are things he can burn to ash instead.
