The answer is simple: if César had been there, the League could have changed the world on their own. Hero society relies too much on quirks. They wouldn't expect nanotechnology, which factors heavily into both of the plans he's started kicking around in his head. And he'd have the money to keep them housed. Magne would've been safe; most of them would have been safe.

"Don't worry, I have no plans to let it go—" César stops in confusion as Dabi places the flower, stammers, and turns red again, his anger shattering against that very smooth flirting. "But—more calories—your metabolism?" A beat. "You're... tease-flirting?"
