This is also where you submit special purchase requests. Whenever you want to buy something not listed in the shops, such as a custom item that doesn’t have a specified price, you will need to make a purchase request to have a price issued to you. Special items that must be acquired through the Shady Merchant can be requested here and purchased here. You will also need to inform the bank when you upgrade your home or business, change jobs, or start a new business!
However, for non-upgrade items with predetermined prices such as your grocery budget, you can just add them to your ledger without making a formal request. This also includes items with previously determined prices as found in the buyer's guide.

Shoe sole: The local cobbler will give Jean a slightly defective one from a high end shoe for 10B
All 50B purchases: confirmed
Beer & Cheese: varies by quantity and quality
Given that the total for all confirmed items, I'd be willing to handwave that the remaining items eat the last 250 left on the voucher, if that makes sense to you!
